Minnesota Community Policing Services Foundation Inc., we are dedicated to improving public safety, crime prevention, community and housing development, working to develop criminal justice reform initiatives and building positive sustaining relationships between citizens, community and governmental agencies that will foster trust and build bridges. Here’s the legal description for our organization:

  • Minnesota Community Policing Services Foundation Inc. was founded in 2013 and legally established in 2014.
  • Minnesota Community Policing Services Foundation is a Non-Profit IRS 501C (4) Tax Exempt Social Welfare and Public Safety Organization.

  1.  501 C (3) is the designation of your typical non-profit organization and simplified it is a charitable organization that cannot engage in political activity. 501 C (4) is not as well known to some, however this designation authorizes our organization engagement in political activity and is also tax-exempt. A couple of elements must be present for the Federal Government to recognize you as a 501 C (4):

  2. A) The organization must be performing some type of public or community benefit but whose principal feature is lack of private benefit or profit.

B) The organization carries on activities in the general areas of public safety and crime prevention to increase public safety and reduce crime in the community, housing and community development

Public Policy: a 501 C (4) may take positions on public policies and may engage in political and campaign activities on behalf of or in opposition to candidates for public office who support the organization’s goals and objectives.


Minnesota Community Policing Services Special Public Safety Consultants are primarily citizens that are specially trained in various areas and are the rank and file of the organization. Special Public Safety Consultants act as an additional set of eyes and ears for the community and are assigned to specific areas throughout the state, working on various issues of public interest. Special Public Safety Consultants receive complaints from citizens, businesses, and governmental agencies and will issue referral citations to our Special Investigations Committee for further consideration.


  • Qualifications are for Minnesota residents male and female who are 21 years and older. (People of color and women are encouraged to apply)
  • Must pass a basic background check (convictions do not automatically disqualify you from service)
  • Must attend a 4-6 week one day a week training academy successfully and graduate before becoming eligible to be certified.
  • All instructors are licensed or certified in the subject matter they teach and certain training is recognized by law enforcement in Minnesota.
